The collapse of the Constellation Energy – FPL Group merger last week will have a major impact on Baltimore Gas & Electric ratepayers by reducing the credits they would have received to offset a 72% rate hike that is being phased in. The phase-in plan was at the heart of a political battle earlier this year between the governor and the legislature.
